Innovative designs, cost-saving ideas expected as teams prepare proposals for Downtown Crossing


Kentucky issues final guidelines; contractor selection expected by year’s end 

LOUISVILLE, Ky. – The Kentucky Transportation Cabinet today issued the final guidelines that three leading bridge- and road-building teams will use to develop proposals for the Downtown Crossing of the Ohio River Bridges Project.

The final Request for Proposals (RFP) outlines the requirements for the Downtown Crossing, which includes:

– a new downtown I-65 bridge for northbound traffic only;
– a completely overhauled Kennedy Bridge for southbound traffic only; and
– a new, modernized downtown Louisville interchange and new interstate connections in southern Indiana.

Over the past three months, three competing teams have studied the preliminary designs, talked with Transportation Cabinet officials about innovative ideas and started the extensive work necessary to prepare detailed plans for building the massive project.

“We are getting the very best thinking from some of the nation’s best engineering, design and construction teams,” said Transportation Secretary Mike Hancock. “We believe this process will produce a winning proposal that will reduce costs, speed construction and give motorists a safer, stronger transportation system in the downtown Louisville area.”

The teams will spend the next 3 1/2 months developing those proposals. Technical proposals are due Oct. 1 and price proposals are due Nov. 15. The cabinet will determine the winning team based on the best value, and officials expect to award a contract before year’s end.

The Bridges Project, which also includes construction of the East End Crossing, will create more than 4,000 construction-related jobs over the next six years. Construction of the Downtown Crossing is slated to begin in the first quarter of 2013 and is scheduled for completion by June 2018.
